redmine: figure out watchers situation

Description
Seems like by default Redmine doesn't add anyone to watchers (list of people getting mail notifications about issue updates) unless specified explicitly.
We should likely add something like https://github.com/PewPewMeowMeow/redmine_auto_watch (automatically adds assignees to watchers) to our deployment.

OK. When mailing has been enabled properly, an author gets added to watchers by default, but not the assignee?
