We should feed customer link status into some monitoring service.

We currently don't have anything bgpwtf specific (and our monitoring is available to all hswaw members), so the data fed would have to be without customer names (ie. just link names as labels on metrics), then maybe a private dashboard could detangle these into customer/circuit IDs.
